What We Do

Contract Administrative Services, Inc. (CASI) assists local agencies, state agencies and consultants with verifying labor compliance requirements, meeting disadvantaged business enterprise goals, providing construction administration support (including record keeping and project documentation), and assisting consultants with proposal writing and proposal management. Currently based out of Northern California, our services can be provided all over the nation.


Madeleine Crowley, President

As the President of CASI and a graduate of California State University, Chico, in Business Administration, Madeleine has a strong background in business, business management, contract administration and labor related issues. Her thorough documentation, assuring labor compliance requirements for projects with State and/or Federal funding and oversight, including Federal grant programs, has been impeccable. In addition, Ms. Salaber has outstanding writing skills and is fully capable to assist with proposal writing and proposal management. Ms. Salaber’s clients have recognized her added value by providing flexible, thorough, and responsive services.

Ms. Salaber has been providing consultant labor compliance and administrative services for local agency construction projects since 2016. She has provided labor compliance and administrative services, as a subconsultant, for the Cities of Rancho Cordova, Stockton, Lincoln, Folsom, Elk Grove and Loomis, CA, and Counties of Nevada and Placer. As a registered Disadvantaged Business Enterprise (DBE) firm, CASI can support both government agencies and construction management consultants in also meeting DBE goals. 


Tess Salaber, Vice President

Tess joined CASI in February 2021, and has been providing labor compliance assistance and administrative services for local agency construction projects in northern California. Ms. Salaber has a strong background in contract administration and office engineering and has provided administrative support to various business over the past ten years of her career.

During her time at CASI, she has performed labor compliance monitoring for the Cities of Folsom, Stockton, and Rancho Cordova, adhering to state and federal laws and the Caltrans Local Assistance Procedures Manual. Her attention to detail, facility in thorough documentation, and diligence in assuring labor compliance makes her an invaluable contributor during project management.
